Telecoms: Brussels extends the abolition of “roaming” in the Union by 10 years

Brussels wants to guarantee that “consumers will be able to benefit from the same quality and the same speed of connection to their mobile network abroad as at home”.

“Non-essential” international travel may be discouraged because of Covid, the European Commission is preparing for a return to normal. It decided on Wednesday to extend for ten years the abolition of telephone roaming charges, in force since 2017. This measure, which allows you to call from any country in the Union at no additional cost, initially adopted for five years, is due to expire in 2022. This is one of the most popular concrete effects of the single market for the general public.

In addition to this extension, the regulation presented by Brussels aims to ensure that “Consumers will be able to benefit from the same quality and the same speed of connection to their mobile network abroad as at home, when equivalent networks are available”. According to the European executive, 33% of Europeans believe that the speed of their mobile internet is lower than that of their country of origin when they are abroad. According to the Commission, the use of mobile data has increased 17-fold in the summer of 2019, compared to the summer of 2016, before these costs were abolished.

“A well-established success”

“This now well-established success is a cornerstone of the single market”, welcomed Thierry Breton, Commissioner for Industry. The Commission is also proposing a significant reduction in wholesale tariffs for communications and data exchanges that operators charge back to each other for this service.

The end of “roaming” for consumers applies to the 27 EU Member States, as well as Iceland, Liechtenstein and Norway, but not the United Kingdom, which has permanently ceased to apply European rules on January 1. For the time being, however, most British operators have chosen to maintain their continuity.
